Yes, it's part of the procedure.  It's for negative pressure when they put the cap on.  As the cap slides on there can't be any back pressure against the shaft (which would push the device back out).

Wonder how much that little drill bit would be worth in a settlement?    :o

You would not find an attorney to take your case unless he knew you had damages, if the leftover drill bit is not going to bother anything (which it probably won't) what are your damages?

unless you have a crystal ball you wont know future problems or none, thats where the defense has to prove there case, at what cost to them? they will settle.
